No idle when cold
 

in the past week it stalled twice when it was cold outside. it seems as if the idle rpm won't stick or is being regulated very poorly. it usually went down really low just after stopping at a light or so. then i would ctahc and run rather high for a bit. what regulates the idle rpm and could it be sticky when cold outside?
