VAG COM is not really for performace its more for maintaince to see whats wrong wit your car
it will show codes that will mean wut wrong wit your car
you can change things on your car also by changing codes

I live in Australia, is this something you would expect your local european mechanic to have? Also, do you think it would be able to tell why I have low oil pressure (sorry, don't know how great this thing is). Or is this something that we (the public) can buy?

Is it only for electrical issues or is it for all issues.

Sort of. Most everything is monitored in the car by electrical controllers. If they sense something is wrong with the car (ie: low boost, low vacuum, faulty door locks) it will trigger a fault code. The vag-com is used to read the fault code and it gives a short description of the problem. A vag-com can also be used to change properties of certain controllers. For instance I "vagged" my car to get rid of the annoying seat belt chime on my car. I also used it to recode the windows to roll down or rollup when you hold the lock/unlock button on my remote.
