Since I can't drive my car right now I might was well picwhore it out to make me feel better
Hope you mean see some boost, because you prabably will see < 5psi under 3.5k. You cant have it both ways, fast spool and big power.
This is a gti still at 1.8, cast manifold and more restrictive transverse intake manifold. Since you are on a tube manifold, your spool will be later.
ME7, 630's, 24psi, GT3076R...PagParts Manifold, Custom DP/Intake (stock intake/small port head)

With the setup I have I hit 0psi at 3200rpm and hit 20psi at 3800rpm or maybe 4000rpm.
I don't have the dyno charts but it is crazy how fast the turbo spools once it starts. The graph for boost almost goes straight up after 3200rpm.

I'm not making up the boost figures. They tapped right into my intake manifold when I was on the dyno and we did 12 pulls on the machine and it pretty much validated what I was seeing on my boost gauge.
I'd go VAG some fiugures for you but my Southbend clutch took a dump after the dyno day so I'm waiting for all the parts to arrive and do all the work sometime next week to get her back on the road.
My 76r.. it's a custom one with a 0.62 turbine housing which helps with the spool.

im sorry, but i just dont buy a 3076 hitting 20psi at 4k or sooner, even with a 2.0.... especially on a tube manifold. Plus if your spooling that fast, your much less likely to reach 400whp and also its going to fall on its face by 7k.
Im not calling you a liar, but just not buying it.
Looks like a standered t3 .63 4 bolt flange

"The max efficiency for the turbo is at 23psi but I can't hit that until I upgrade my internals. It is estimated I should be at the 400whp mark at that point." From here
A 3076r will easily boost to 30+ psi

No one believed that it would be possible either and if you do some searching on Audizine you will see that I questioned it to the point I wanted to drop to a 3071 as I was afraid of the 3076 being too big and not spin up fast enough.
The Blitzkrig boys told me not to worry and they told me from day one that the turbo will spool around 3400rpm based on their design. I was not a believer until I actually took the car on the road and on the dyno.
It is strange that you say the tube manifold is going to hinder spool when they designed the manifold to speed up the spool. In fact they told me that it is one of the primary reasons why it does spool as fast as it does.
I don't have enough technical knowledge to debate this issue but all I can say is that Blitzkrieg made good on their promises.
If you don't buy it I understand as I didn't either at the beginning. Once I have my bottom end built and broken in I'll be going back to the dyno and I'll post up the charts including the boost vs. rpm graph and you can decide for yourself.

edit: My mistake, I took a closer look and that is the turbo they ordered. The is a 0.62 housing on it.

I know the 3076 is good for 30psi or more but the stock cast rods can't handle it.
Logs will ALWAYS spool faster than a tube manifold. WHY, becuase there is more heat and very little distance for the exhaust to travel.
Maybe this will help

We limited the boost to 21psi and then dialled it down afterwards to18psi so I wouldn't blow a stock rod.
