I would try switching the two new lights around first. You never know, maybe one of the new ones was actually defective. Stranger things have happened. After ruling that out, you will have to see if there is voltage reaching the socket using a DVOM and work your way back to the brake light switch / fuse.
I did some work on a Land Rover once and it turned out the prongs in the socket had some much corrosion on them (The lens had a small crack that allowed moisture in) from the elements that it no longer was conducting the current. This could be your case as well.
