Default 3.0 Cam Gear ????

I have an 02 3.0 that I'm replacing the timing belt on. I have the cam locks and crank lock pin all set but when I put my hand on the cam gear's (all 4) there is some free play in them. Not a lot about 1/4 of a tooth of play and it sounds like oil is sloshing or being squeezed around inside there but the cams do NOT move. Is this normal? I don't want to put the car back together and have to pull it apart again because this is an issue. If anyone can answer this question I'd appreciate it.

Thanks in advance

Do you have the lock bars tightened firmly and between the correct cylinders?

The cam locks are between 1/2 on the right side(passenger) and between 5/6 on the left side (driver) These are the only places machined on the cam that the locks would fit.
The cams them self don't move at all it's just the gears on the end, like I said it's maybe 1/4 tooth of play. So, I want to make sure this is normal and I don't have an issue with the cams and or cam gears before I put it back together.
