What is the differences between a muffer tip and the whole muffer. There are muffer system which are the is the whiole exhaust system

On this site the are like muffer tip and muffers. I have an 1999 a6 2.8 tiptrontic and i was wondering what is a good muffer. Also do the sell like a rear bumper with a cutout for the muffers. If they do any one know where.

Tips attach to the muffler, and stick out of the bumper, or in your case, dump in front of the bumper.
You want a muffler that suits your budget, and sound requirements. If you can afford it, Borla makes great quality and smooth sounding mufflers, and you can find them in universal fittings. What I would do, is go to a muffler shop and see what size you need, then order what you want. For the bumper cutouts, 2002 and later models came with them. You could switch bumpers, or dremel cutouts yourself.
