Default Intake Cam Adjustment question

I have done a lot of reading about cams being 1 tooth off, My passenger side cam is off, I have the cam tensioner tool installed, and intake cam caps removed, so intake cam is floating. I have cam lock bar also installed.

My question is, I cannot for the life of me get enough slack I am 1/8 inch from getting the roller over the tooth I need it on. But can't seem to get it, should i compress the tensioner then removed the tool, unbolt the tensioner and lift it up with the intake cam? then do the sequence in reverse to rebolt it?
