both fans are right beside each other on my car, the one hooked to the water pump pulley turns with the engine running. I will most likely not be able to test the electric one till Saturday, getting alot of rain here and my garage is full at the moment

If that is the case, then the next thing I would go is apply 12v directly to the fan itself to determine if it runs or not. If it does work with 12v supplied right to the fan, then you need to start looking at the fan control module as they are known to go bad.

The fact that this fan is not working doesn't necessarily mean that it's the cause of the overheating condition, however it will eventually need to be addressed.

The fan is behind the radiator between it and the engine. I hooked up 12v to it and it spun up fine. I also checked the fuse to make sure that was fine. I am guessing its the fan control module and will need to look into this.
