Is it normal to see bubbles when you take off the power steering capfrom the container while the car is running?

no because the fluid level could be too low or you have a leak ( top it off )

What kind of symptons would you get if you do have a leak in the power steering system?

If the power steering reservoir is full and you are seeing very small bubbles that is normal, just from the fluid flow. Top it off if it is low. Symptoms that you might encounter if your system has a leak in it/you are low on fluid is moaning sounds when you turn the steering wheel(especially right after start up when the car is still cold).
