Default Starter dying or fuel related?

Hey I swear my car is hating me right now. So this morning after I drove my mom to work I made a quick stop to the post office and when I went to back to start it the car didn't start the first time instead I got like a whirring sound and no start. I went back out a few mins ago to do an errand and it did the same thing again when I attempted to restart. Both times it did that whirring sound and didn't start and at the second attempt it started up right away with a very slight hint of that whir sound. Voltage is good battery checked out good with my dads meter and once its running the car runs fine and there is no smells of gas or anything and there is no smoke out of the exhaust either just that whirring sound.
