timing belt moving off cams

timing belt moving off cams
98 A6 2.8 30 valve.
Just got done replacing one of the heads and I'm getting the timing belt moving off the cams about 1/4 " towards the front when rotating the engine. I know it was going on prior to removing everything again after finding a bad valve because there is burn marks in the timing covers. What gives? I've repalced all the timing peices, and then some, and have done everything by the book including releasing the cam gears for even tension.
Obvioulsy I can not put it back together and have the belt frey on the covers.
Thanks, stumped in Denver!
