Very heavy turning the steering wheel

I have a 1999 A6 Avant that's really hard to turn at times. The power steering fluid is at the max with the correct fluid. Any ideas? Thanks!

Bad steering rack. Not too tough to change since you don't have the 2.7t motor. Try powersteeringpros.com.

what motor?

could be a bad PS pump. bad serp belt. could have "gunk" in PS fluid and its not flowing poperli. Have it scanned, check for codes.
