I know california catalyic converters run cleaner but what is it that makes them do that?

Well to answer that you have to understand how catalytic converters work: http://en.wikipedia.org/wiki/Catalytic_converter (They clean crap out of the exhaust).

The california ones just have a higher standard which means that the exhaust will be cleaner.
