Default Designing a Gauge Pod

After much thought, I have decided to add a gauge pod where my ash tray used to be. I have a design in mind which calls for 2 1/16" (52mm) gauges. Wanted to get a head start on the construction of the pod, prior to getting the gauges, and wondered if that 2 1/16" measurement was the dimension of the gauges without the face ring? In other words, if I make the holes exactly 2 1/16" will they slip right in from the front with the face ring holding the gauge in place? As I've been writting this, I've had thoughts that it would be better to get the gauges first.....but does anyone know anyway?

how about drilling the hole with a hole saw afterwords?
