message your pressure from the low side. it should be around 35-45 psi when AC is ON at full blast. It ok to top the ac system with more freons. If it is completely empty, you will need to have it vac and refill with freon.

But, theoretically if nothing else was fucked should be. Whats keeping it off is probably the pressure switch. Although there is enough frion now...
