Any help would be highly appreciated as i am not gettin much luck in the A3 section...

Hi everyone. ive bought a 1998 Audi A3 1.8T with a AGU engine. I thought it was chipped but after snooping around found out that the Hose to the turbo actuator was broken in half. Which means it was running open boost. my question is WHAT IS THE STANDARD BOOST CUT FOR THIS ENGINE?? and how come im not getting a boost / fuel cut even when running open boost. It sticks at 16psi and goes no higher no matter what... I havent been able to get to the ECU yet to see if its chipped but i thought if the hose was broken it would keep climbing unitil it hit boost cut????
