Default boost gauge reading 17psi? factory turbo

I just installed a boost gauge because I'm going to install a MBC tommarow and I want to know how much i'm going to turn the turbo up. I thought my car would have below 10 psi from factory but my boost gauge is reading 17psi when i step on the gas. It seems pretty fast but i never thought it was that much. I followed all the steps to intalling the guage and I tapped into the vacuum line at the front of the intake manifold. Why couldI be getting this readout? I bought the car 2 years ago with an exhaust and intake from a dealership. I have know clue if the previous owner did anything else. Is it possible it could be chipped? How much can I turn the turbo up?

I took the ecu out and looked at it and it seems to be a factory ecu. their is no signs of it being chipped. I still don't know why i'm getting that much boost. Its actually 15 psi, not 17, that i'm getting from the gauge today.

You can't tell who chipped it just by looking at the ecu most times. You gotta open it up.
