few questions about my new a4

You are right - those wheels are the B5 RS4 replicas. Those also come stock on B6 USP (sport) models so you could ask the dealer for replacement center caps - I'm not 100% if they are the same size but you could try. I'm not also too sure about this one but you could also try contacting Hartmann as they also make these replicas.
Cloth seats aren't as common on Audis. Most Audis I have seen have leather seats. Some people like the cloth better (less of a hassle to maintain) but I'm honestly happy with my leather.
That steering wheel is stock for Sport models - in which yours is a Sports model.
As for height - it does appear that your car sits pretty low. What tires are you running on those wheels? The two possibilities are either they are the stock sports suspensions or they are aftermarket. If possible, try getting underneath the car and take a picture of the suspension, maybe we can try figuring out what they are.
I can't tell from the picture which headlights you have on. It appears that it has clear corners. The 1998 B5's are the pre-facelift in which stock comes with 2 piece headlights. One piece headlights are common upgrades for these pre-facelift A4's also some people would go with the 2 pieces projector lights as pre-facelift don't come with projectors. It also looks like it has an eyelid - that's obviously not stock.
One way to tell if you are chipped is to see how much you are boosting. Any boost gauge in the car? Another way to actually open up the ECU box inside the engine bay and check out for any sticker/mark of the chip company. The more popular companies for chipping ae GIAC, APR, or AWE.
Also from what I can see, the front and rear lowers of the car had been painted to match the car which is a common mod. It also appears that it has an aftermarket exhaust/muffler?
