Frozen Tie Rod End... Suggestions?

Having the exact same issue on mine on the drivers side.

1. Outer TRE stuck/frozen to the inner tierod. PB blaster did not help. Going to try the heat method.

2. On an attempt to remove the outer TRE, I twisted the outer TRE enough to break the internal rubber seal, that the TRE is now spinning. But the threads dont move or loosen.

a. Since I wasnt able to remove the Inner Assembly with the 38.4 crowfoot, I had to install the old TRE temporarily untill i get my tools for redoing the job.

b. IS IT SAFE now to drive the vehicle with broken rubber seal on the TRE ? Please let me know.

I've done that a few times. This is the special tool I've used to get the inner TRE off the steering rack:

what i did was put a vice grip on the nut, and put a wrench's circle end over the ball joint and force it to spin. took some work the first time, but i got it to move. the other side was the same way, and i did the same thing.
