you dont, the e brake is self adjusting. the handle will pull the same distance if the brakes are brand new or almost shot.

 

There is an adjustment for the height of the handle though, which will take into account stretching of the cable. Chances are there's a nut under the console that can be adjusted (it was that way in several cars I've had). When I get my book back I'll find out and post up what they say.
