no CEL does not indicate no codes

it could be the DV or possibly the wastegate valve.

If its a boost leak it must be pretty big and would be easy to find with the tennis ball method.

the DV is the most likely cuplrit. You can check it by removing it and checking for leaks. The DV is opened by the vacuum line. To ckeck it, you need to figure out a way to keep it closed, then see if air will leak passed the seal. Since your boost is extremely low, the leak on the DV should be severe. A new DV (710n) will cost ~$40 and the Forge 007 is ~$100. The Forge DV can be taken apart, cleaned, and examined. Most chip manufacturers recommend upgrading the DV, so repacing your DV even if its not broken is not a bad idea.

The tennis ball method can be found at audiDIY.com

It is a very useful method for determining the location of a boost leak. It basically invloves putting a tennis ball in the tubo inlet pipe. The tennis ball has a hole on either side and compressed air is forced into the TIP (~15psi max). Charge the system for few seconds a listen for leaks. It helped me resolve an issue that I had and is easy to do.

If you can get the car scanned for free at a local car parts store, it should reveal some fault codes that are associated with your boost issue.

the wastegate valve controls the flow of exhuast gas across the exhuast turbine. If it fails, the turbo may not spool up.

p1136 means the car is running lean. Cleaning the MAF is a good place to start. It could be triggering your car to go into limp mode or something. I would also check for boost leaks while your at it.
