Torch, PB Blaster, and violence are your only options here. You might also try Kroil or Deep Creep, both are very good penetrating oils. I dunno if this is still an option, but you should always use a legit box wrench wherever possible instead of vice grips or a crescent wrench. Worst case scenario you're going to have to disconnect the TRE from the rest of the suspension and use some big *** channel locks to turn it completely out of the rack.

torch it. a propane torch will help but acetylene is best. or you could see if the inner tie rod unscrews and just take the whole assembly out

U might as well replace both, I had the same issue and I had to remove both inner and outer. I rented the tie rod end removal tool from autozone, I beloved it is the gm tool, but I had to get a 32 mm socket to attach to that and I used enough extensions to be outside the wheel well. Make sure u turn ur steering wheel the complete opposite way of the side u are working on, this makes it come out and gives u more room to work, good luck!

I thought you need to remove the outer to attach the tool that removes the inner?

Glad you got it out... I'm doing my control arms next week. I'll blast everything in there with PB blaster and drive around for the week before tackling the job.
