Default Tail light problem

so someone backed into my ride awhile back and broke my left tail light. So I finally got a new one, put it in no problem. However, there were some bulbs burt out, both sides. So i take the harness out of the back, replace the lights, and when I put the harness back in I see a problem. Not huge, just annoying. The left brake light is on when the lights are on. So at night it looks like im braking, however, when I hit the brakes, the right side and rear window light get bright to match the left side. At first I thought it was the harness of the new tail light, however, i switched it back to the old one, and it still does the same thing. Then I thought I had the wrong light bulb in there. Nope. Correct one. Dual filliment. Makes sense considering you want it to get brighter when you brake. Then I thought I had the bulb in wrong. Nope, made sure that the connection on the bulb, matches the one in the harness. So Im at a loss. Is there some kind of relay or something that could have went to make it do this? Any suggestions?

side note
when i had the right side tail light out (to change some bulbs there too) I noticed that there was no rear fog light, then looking inside the unit, there wasa cover blocking that space to put a light bulb. Was audi too cheep to put a bulb there? I just took a hole saw, made a new hole, and works great. Much better than just one rear fog.

there's only a rear fog on the left tail light. you can put one in the right- http://forums.audiworld.com/a4/msgs/2300360.phtml but it comes stock with only the left

Did you have the rear fog lit switched on when you did this? I ask only cuz you didn't mention it.

Ill put money down you have a wrong bulb in there some where and it messes everying up. Because that exact thing was on mine and its annoying when you put your lights on it looks like your braking all the time.

it's the wrong bulb, or it's the right bulb and it's in backwards (rotate it 180 degrees).
