it is true
plain old code readers can be had online for less than $100. Any OBDII code reader will do the trick. However, if you've got a lap top you can download the free version of Ross-Tech's VAG-COM and pick up an appropriate cable online for MUCH less than $100. Just do some research and see what you can find.
Computer would have no say in oil consumption. It simply manages input from sensors and adjusts Air/Fuel ratios. Cam sensor just monitors cam position I think.
Things that would:
A leak. Get out cardboard under the car overnight.
Bad piston rings (oil sneaks up from the sump and past piston rings into the cylinder, where it burns. telltale sign would be whiteish smoke from exhaust)
Bad turbo. (More oil burning. Disconnect the turbo to hardpipe hose. Under the car, connected to the core support. The hard pipe runs from turbo to intercooler. If you find a lot of oil in there, its bad news.
Other than that, its just leaks. Our cars burn oil i've been told in the city. Get it on the highway for awhile and it wont burn any for another thousand miles. They're just made for the Autobahn.
