wheels or paint?

i'm currently sick of the way my car looks :( i desperately need to change something up, and i have a 16 year old budget of 1,000 dollars (made by my own job, for all of the haters that think that every 16 year old rely on their parents) soo, either i need to find a nice set of clean wheels, for a good price, or re-paint my car. the car has scratches EVERYwhere, thanks to the previous owner. I have a 98 2.8QM black in color, sport edition.

maybe if i could find a set of wheels for around 6-700 bucks with tires, used, i could have enough to get a set of lowering springs? ;)

suggestions, thoughts, input? having a tough time putting this one together since everything has its perks.

trust me, i've checked out the local craigslist page for audi wheels, mercedes wheels, VW wheels, 5x112 wheels, as well as many other forum's classifieds, wheels that i like for a good price seem to get sold as soon as i message them about it haha.
i'd be willing to put down a little over 1100 on new wheels with a wheel/tire package. been thinking about TSW snetterons, but the only packages i can afford would be with cheap ass tires :/

suggestions on wheels would be very helpful.
and i have the sport package, so it should help get rid of some wheel gap that i hate oh so much. i'd like to get a set of 18's, but 17's would work i suppose, since people that i've talked to with 18's say that they prefer 17s because of a better ride.

thanks :)

I would try to get a decent set of wheels/tires, then use the rest for lowering springs. Brands/sizes aside, what STYLE of wheels are you looking for?

get coils, headlights and taillights if it's a 98.0. it's awesome being slammed in high school

Legs before shoes, shoes before clothes.

i'm a junior in highschool so i still have another year/ summer to save up for some coilovers.

i'm a big fan of wheels with a slight lip, stainless preferably, not a big fan of the cheap looking lip on most wheels, i can go with either silver, black or chrome wheels.
i like the wheels on your car CCA4, how much would a set like that be in good condition?
Fat fives would be cool as well, only to pull off those I'd definately need low! and i've been searching for some facelift tailights as well. as the preface lift ones drive me insane. and i completely regret the decision to buy halos lol. they were cool for about a week then i got sick of them. some E-codes would be nice, but $$$.

heres what i've been looking at for wheels....
