upgrading the head will make a difference, it will cost a lot more and isn't that ideal just to slap a built head on a car. Need to tune your car to your heads specifications but a rebuild wouldn't cost much but you don't need a full rebuild for a valve tick. You may have an oil problem causing the tick or just a bad lifter, you can check clearance on all the lifters to get a better idea of what your dealing with.
