Default boost leak?

I have a 2003 1.8tqm, APR stage 1+. I just installed a podi boost gauge. When I get on it, the gauge is showing 25 psi +. Could this be from a boost or vacuum leak? I shouldn't be making that much boost with this setup should I? Everything sounds normal, and the car runs great.

no that doesnt sound normal, you might have a problem with the wastegate or n75, talk to APR for the proper boost number

that's sort of what i was thinking. i'm sitting at 15 inHG at idle, and it should be at 20 i think. also, i've pulled a P0229 turbo underboost code a few times after some "spirited" mountain drives. is this problem going to cause any serious damage? how can i tell whether its the n75 or the wastegate thats bad?
