Hey,

So, I have a 2002 Audi A4, and recently I have noticed the headlight(s) flicker every now and then when going down at a steep angle or hitting a hard bump.

Is this normal? I know the bulbs were both replaced about 1.5 years ago.

Is it a ballast? bad wires?

No, it's not normal. not even for Audi. How do you know it's both headlights? If it's just one, I would check all the electrical connections in the path as well as the bulb being seated correctly. Going downhill should make no difference, but a bump could cause a momentary disconnect if something is loose.
