Fog & parking lights on, without headlights

Fog & parking lights on, without headlights
What can I do to have fog lights on with parking lights, but no headlights? The light switch pulls out in the first 'on' position (parking lights), but the fogs dont turn on until you turn the headlights on in the second position.
