Christ is that post hard to read...
Ok they don't want to align the car with chrome rims for several different reasons.
1. Its hard on the eyes LOL.
2. The alignment machine sensors clamp on the outside of the wheels, chrome wheels generally end of having a round edge, so the sensor tends to either fall off causing damage to the $2,000+ sensor, or scratch your awesome wheels..
I used to refuse doing alignments on chrome wheels as well.
The crack about balancing them is another problem at the dealership. They don't deal with chrome rims, so they don't have experience balancing them, or the correct wheel weights to balance them. Plus its easy to damage your nankang tires, cause those are cheaply made which tend to rip when breaking the beads. Breaking the bead means pushing the tire off the inner rim lip so they can rotate the tire on the rim if it doesn't want to balance. 90% of chrome wheels are very hard to balance because they are made by idiots.
The dealership doesn't follow the forums, the dealerships mantra is, "if its not broke, don't fix it" So changing a cam follower for preventative maintenance is out of the question.
I have no input on the dipped headlight, because i don't understand your post.
