Radiator Fans possible Thermostat Issue

Hi all. I'm new here and just bought a 2006 A4 with a 2.0T engine.

The car had a radiator problem and one bad fan/bad control module. I replaced both per instructions in Bentley on DVD-ROM. They test fine using DTM on VAG-COM. Both fans spin up as expected.

Ran the car for 10 minutes and the fans don't come on at all. Upper rad hose is hot, lower is room temp.

Haven't charged the A/C yet. Only error code is low pressure in the refrigerant system.

Did some reserach on the thermostat, the bentley calls it a "Map Controlled Thermostat". Unsure what triggers it. Is it the temp sensor behind the engine?

Any insights on where to begin? The manual is less than straightforward on diagnosing anything on the B7 2.0T.

Thanks in advance!

Okay im not an expert but, what i see is the thermostat works with heat, you can test it by droping it in a pot of hot water and you should see it open up (Volkswagen shop forman told me to try it havent yet). As for the fans it seems like the low speed motor on them might be bad. again im not an expert.
