Turbo support bracket not fitting

Turbo support bracket not fitting
I was checking over my used 2007 2.0 and noticed the turbo support strap bottom bolt location hole had to be elongated to fit, this makes me wonder if somehow the turbo/manifold is not mounted correctly. Anyone have any experience with this or thoughts?? Thx
