use a cheap 2 or 3 inch paint brush. spray the tire shine (what ever brand) directly on the brush and then "paint" the tire. You dont use as much and it won't splatter on your car.

 

One more tip, don't use solvent based tire dressings, the sling will stain your finish, and will attrack dirt.
