Has anyone had issues with the recent software update 13.1.1 and not being able to access voice commands with either carplay or blue tooth MMI??

Did you get your issue resolved? Apple's new software has been causing all sorts of problems, unfortunately. Best thing to try first is to reset the MMI to factory defaults. Then delete the vehicle from your phone and reboot your phone. Then re-pair the phone and vehicle and see if that helps. Its also possible to reset just the phone/phonebook functions in the MMI but often times it doesn't quite reset everything.
