Odd headlight behavior 2002 Audi TT

Hi:
For years the left headlight (lo beam) has worked erratically. Sometimes work, sometimes not. Was into the shop they changed the bulb, did not help. Offered to change out the whole headlight assembly, with no guarantee, we declined.

What I've finally noticed is that if I start the car, and then turn on the headlights, the left front headlight does not come on, and the driver information center indicates a burnt out bulb. If I turn on the headlights, and THEN start the car, all is well: headlight works, no indication on dashboard.

Grateful for any help.

HI again:
so for various reasons did nothing about this for a while. Last week took it to a foreign auto shop, they said it was the ballast, changed it out, replaced the bulb, no change. Light flashes for a moment when turned on, then nothing. Same indicator on the information center. $600 down and no improvement (I realize the $600 is chump change for this car). What would the wisdom be on what to do next? Taking it back to same shape on Monday so they can check for loose wire, etc. Thanks
