97 audi a4 abs issues

Have a 97 audi a4Q with some weird ABS issues. When the car is first started everytime you begin to drive as soon as you get to about 10 mph all the brakes are locking up with no aid from driver, it is impossiable to get above 10 mph. After about 1/4 mile at 5 mph both abs lights will come on, none are blinking like ive read about with the ecu issues but when both the lights come and the brakes go into their manual override mode the brakes work normally. you can also pull an abs fuse and the brakes work normal but the lights are obviously on. I have all new brake calipers, rotors and flex hoses all the way around and 2 new front wheel sensors. Im am leaning towards it being an Abs Ecu issue but wasnt sure if an issue with the ecu could even cause brake lockup without the driver pressing the brake pedal, it seems a very dangerous problem if one had this happen to them on the freeway at 75 mph. Any advise would be greatly appreciated thanks!
