A4 will not start

Hello. My A4 is not starting consistently. Usually, if I attempt to start it, it will not turn over at all. When I turn the key it sounds like, "click, hummmmmmm". And when I stop turning the key forward the hum stops and it clicks again.
However, it will start sometimes (approximately 10% of the time if it sits for a while). When it does start, it does not hesitate, it starts right up like new.
It can be pop started.
What is going on???
