Best time to shift for best fuel consumption

I have owned my 2000 TT 5 speed 180hp for a year now and was wondering at what rpm is it the best time to shift for the best possible mpg?

Anything prior to the turbo kicking in.

That's where the power (thus, gas guzzling) lives.
