Default electical issue please help

i have an intermittent shut down issue, found that when im having this issue, i get over 12v with key off, turn to on position and it drops to 11.80v, when this is happening the check engine light kicks on and all relays as normal, then instantly shuts the engine light off and fuel pump relay and possibly others, i took the fuel pump relay apart because it had blackened posts, new one in its place, hooked up to the laptop and only code os o2, and throttle position sensor implausible signal itermittent, terminal 30 low voltage every once n a while,

found rusty ground and cleaned up and reground, checked for loose wires and any other issues nothing noticable, any help would be great thanks

It could be your ignition switch. They're known problem areas in these cars and would account for ignition-controlled system issues.
