engine over cooling problem

Default engine over cooling problem

My 1998 A4 1.8T is over cooling. It takes 5mins before the engine temp starts to move up on mornings. I've noticed the clutch fan runs constantly because the engine is loud. The clutch is new, and moves freely by hand with engine off. Can it be with the fan running constantly the engine temp is severely low? it use to reach half temp and remain there. now i'm lucky if it reaches to a quarter. Also, if I need to replace the fan, are there any kits out there to convert to an electrical fan?? My issue, is how do you hook it up to turn on and off wit the engine temp. Can it be a DIY project?? thanks

engine being noisy sounds like the clutch on the fan is stuffed and stuck on (have you had it long?? because a trick is to weld the fan to stay on all the time) just have a good look for welding
