Fuse #14 blows continously. Help please

Default Fuse #14 blows continously. Help please

Hello,

I recently bought my fiance an Audi A6 1,8T, mfr year 1998.

Now the first issue arise. Bear with me:

Fuse #14 says it´s fusing the interior lights, BUT seems to be connected to the electric window function too. So when it goes out, both interior lights and windows function are lost.
BUT, when I measure the current over the fuse position I get about 3 Amp readings from the interior lighting, but when I engage the windows, current level doesnt change!
Howcome the windows are lost if there is no current drawn anyway.
Is there a ghost in my electricals?

Perhaos the fuse interior cover is from another car or the fuse positon has been tampered with ... well I dont know. What makes me puzzled even more is that the fuse terminal #14 on the fuse block is different from the other ones...

Someone who can make the world easier to understand?

If Im "lucky" the issue could be a short under the seats...
