heated seats issue
First: please either put your car's year/model/engine in your signature or make sure to post it each time you want something so we don't have to go searching for it through your posts.
For everybody else: he has a 1998 Audi A4 quattro 2.8L

It's not uncommon that the heating element just stops working and needs to be replaced or ignored. The fact that the "light still turns on" doesn't mean anything because that's technically part of the lighting system and not the heated seat stuff. There won't be a magical way of fixing it or diagnosing the problem, but you could try replacing the switches (i don't know about you, but I have the little roll-y things with 0-6 on it).
On thinking about it further, it seems interesting that BOTH of the seats don't work. This could just be a coincidence which wouldn't be all that rare, but it does lead you to believe that maybe something else is at the heart of the issue. If it's not the fuse, then the problem could be in a lot of different areas of which I really don't know specifics.
