Just wondering what this is and what it does?

If you're talking about the stainless piping, that is the fuel injector rail for that side of the engine. The 4 injectors for that side of the engine are connected to it underneath.

No not the stainless tubing. I'm talking about the wide black tube to the left of it

It's one of the lines to the Power Steering Pump. The pump is located right there under those coil packs. Item #7 in this link: http://www.oemepc.com/audi/part_sing.../253035/lang/e
