You can turn the boost up manually using a boost controller, but since you have a 99 1.8T you don't have a MAP sensor in the intake system so that can be dangerous to the engine if you boost it too high, plus it will hit limp mode and it would barely run until you cleared the fault codes.
Chipping it will raise the boost to about double what you have it at now, and it will increase the timing under boost which will further increase horsepower. Chip suppliers would be: APR, GIAC, MTM, Neuspeed, Speedtuning, and unitronic.

Limp mode is when your car thinks something is wrong and it plays it safe by adding fuel and retarding timing so you can get home (if you know what you're doing, doesnt sound like you do) or a shop that fixes audis. And no there isn't a reset

Just use the search function and look up several different topics that you want to learn about, it seems like you are new at cars so using the search button will help you learn much faster than asking one of us.

Im not new to cars at all ill be 19 in a few days and i got my first car at 13.... iv probably had 12 at my last count.... I just have limited experience with Audi. Im used to a chevy that i can hear if something goes wrong and i can fix almost anything on a chevy in very little time. none of this crap where the car thinks somethings wrong and it makes you guess at what it might be.

Ok.......What i mean is the information you are looking for can be found using the search button. If you can't find the info you need search turbo on google which should bring up all the info you will ever need about turbo chargers and how they work.
