Default Left Dipped Headlight won't fix

So, as the title states, I have a left dipped headlight that I cannot seem to fix. I have replaced the ballast and bought two new Philips bulbs.. but it still won't come on. I have read pretty much ever thread I can find on dipped headlights, and I decided to start a new one because I haven't seen anyone with this problem so far. I hope someone could shine some much need light on this subject.

2004 Audi A4 1.8 btw..

Bump.. can't figure out why the new ballast and bulbs won't correct the dipped headlight, any advice?

I just took the whole left headlight assembly out and took it apart, I found the 4 prong (square/rectangle shaped) wire that connects to the ballast to be completely scorched. The outer plastic was melted off, looks like it burnt up somehow. I'm completely puzzled with what to do now..? I bought an OEM Valeo ballast, and Philips bulbs, so I don't understand why it would of caused that.

Side note: Anyone know anywhere cheap I can buy a OEM headlight assembly? I've tried all the auto salvage yards on the space coast of Florida, and not a single one has a B6 in their inventory.
