I am fairly certain the Giac chip I have in my car is old software. It came with the car but was not currently installed. I spike at 15 psi and 12-13 by redline. i know others run more with the "X" software, which is the latest? Can i get my software re-flashed to the newer one?

It kinds of helps if we know what car you are talking about.
Most of the time, when you purchase GIAC software you get lifetime updates.
So you will have to contact your local GIAC dealer & ask them for the update.
