There can be several problems with the headlight system, first check to see both connectors are secure on the headlight assembly and check the connector for corrosion. If thats good look under the car on the drivers side and check the lower control arm, there should be a band around it connected to a sensor, thats the main sensor for the headlights, make sure that is on ok, there is also one on the back.
Check the fault codes with a VAG COM, its probably gonna say headlight adjusting motor short to something, this doesn't mean the adjusting motor is bad, they sometimes throw that fault when the headlight gets stuck. So try erasing the fault and see if it comes back. If it does you're gonna have to replace the headlight adjusting motor thats throwing the fault. Good luck.
