Xenon fault

Default Xenon fault

Looking for some insider knowledge on this persistent fault: Audi TT, 3.2, 2003, factory xenons. Right side only issue. Dip beam does not often fire up right away when switching on lights from cold. LHS never had any issue. RHS issue for several months. Replaced switch - no change. Swapped bulbs RHS to LHS, no change. Swapped ballasts RHS to LHS, no change. My cheap fix is to sit there switching the lights on and off until the rhs fires up - can take up to 25x switching.....very tedious! Audi tech says there are no fault codes and the earth connections look OK. He says if it was an igniter it would have a fault code? And now the front fogs keep blowing the fuses (maybe not related?). He thinks there's a loom issue which maybe very hard to loacate. I read a few similar issues on this forum. Any advice would be great.....help much appreciated....I'm far north and it's dark outside!

Earth, ground, connections may look good, but the voltage can be low. Use a meter to check.

Thanks for the response - sorry took me a day or two to get back and reply. So, if voltage is low, would I be looking at the ballast or igniter or something else ? Electrics not my strong suit. It's just that when I swapped ballasts lhs to rhs the fault did not go with the ballast, it stayed on the rhs so I thought the issue must be in the loom or the rhs headlamp itself. What do you reckon I should look to replace first ?
