It might just be an "Assembly" plant where the components are trucked in and then assembled at this plant, rather than a "production" plant where someparts are actually produced in the plant and assembled there, too (the picture showing the body in white being pulled out of a building with a forklift tells me it might be part of the imported kit). Some countries, like China, will allow the import of CKD (Complete Knocked Down) kits where, the name implies, a kit of unassembled parts is brought in and the locals put it together. Often times, the assembling country demands that some parts are produced within that country.
