I have a Audi TT Quattro 2003 and wanted to get a blow off valve and a new air intake. which one should i get first??

 

The air intake. Do t get a blowoff valve. These cars use recirculate on valves for a reason. You can look at a Forge splitter that recirculates some air and purges some of you want your cats to last longer than they will with a dump valve, but unless you tune the car to run MAFless, your best plan is to upgrade to a better recirc valve.
